Texas Department of Insurance. Use this page to find where to file an insurance complaint in Texas.

- Department website: https://www.tdi.texas.gov/
- Last verified: Not re-verified on October 18, 2026: the department's site did not return a usable robots.txt to our checker. We stopped and did not try another way to check. The link is unchanged from the October 17 listing; open it to confirm it still works. Not re-checked on October 20, 2026: we do not retry a site that signalled it does not want automated checks.
External review
Insurers in this state use the federal external review process (HHS-administered or private accredited reviewers). Your final denial notice tells you which.
TDI says it cannot make a company pay a claim unless the failure to pay violates a law or the policy, and cannot settle disputes about the facts.
Before you file
- Many people appeal to the insurer first and keep copies; a complaint generally does not stop appeal or lawsuit deadlines.
- Check whether your plan is state-regulated: self-funded employer plans are usually outside state jurisdiction.
- Use the complaint summary letter to organize your answers, then use the department's own form.
